"It's harder for him (than when he played for Liverpool) because now teams drop off and he has less space," added Benitez. "But still we must create better chances for him.
"Torres is an important player but we need goals from other players too."
Didier Drogba's departure in the summer has left Torres as Chelsea's first-choice striker this season, while the injury to Daniel Strurridge has also heaped more pressure on his slumped shoulders.
Torres has failed to score in the Premier League for almost two months, a drought that has co-incided almost exactly with Chelsea's seven-match winless run, their worst for 15 years. But the striker remains upbeat, in front of the press at least.
''We still have to improve other things as a team but I think we have the players. We just need more time.
''We have been very good defensively this season. But, in the middle, we have huge quality and those players have to be the key.''
The Club World Cup kicks off this week, with Chelsea travelling on Japan for the tournament on Saturday night.
Torres said: ''We will hopefully arrive there with enough time to adapt and be focused to win this tournament and take it seriously, as we should.
''I think it's one of the main targets we should have this season.''
