Owen, who was speaking at the launch of an iPhone app for Sportslobster, the dedicated sports social network for which he writes a regular blog, continued: "Sometimes you can point the finger at where and how something went wrong but there are glimpses he is coming back.
"It may just be a huge dip in confidence and once he gets all that back he will turn the corner for sure, but confidence usually comes and goes in a matter of weeks, months at the longest.
"This has been a fair old while since he has been at the top of his game and when he was at the top let's not forget he was absolutely sensational, world class as most Liverpool fans will testify.
"No one likes to see anyone struggling and Torres has been struggling for a number of years, so I think it would give everyone a great deal of pleasure to see him back to something like his best. Hopefully the signs that we have seen recently are vindicating that."
Despite finding a rich vein of form in Europe, Torres has scored only one league goal since December 23 and Owen added: "He was a goal machine and he is nowhere near those heights at the moment.
"That statistic doesn't do him any favours but there is Eto'o and Demba Ba there and they even went to Manchester United and didn't play a striker which was startling at the time.
"The flipside is if he was playing well he would be playing every week. He probably can't complain about those stats and they are not pretty for any striker let alone one at Chelsea."
