The Magpies boss has blasted the forward's time-keeping, insisting the former Southampton man will not return to the senior squad unless he can report to training on time over six weeks.
"This guy is late so often, it is unbelievable. He's still at this football club and we're still trying to do something with him," Pardew told the Daily Mirror.
"But he will still not get back in the team unless he has a period of six weeks where he isn't late.
"I don't think it is going to happen.
"It is important, I'm not going to let him train with my first team because he is letting the other players down."
Ranger has made 58 appearances for Newcastle, but has more recently found himself out on loan at Barnsley and Sheffield Wednesday - the latter of which he helped to promotion from League One last season.
Despite that, Pardew revealed no clubs are willing to take the troublesome forward who was recently given a 12-month conditional discharge after assaulting two police officers in August last year.
"The bottom line is, we haven't got four or five clubs queuing up [to take him] - in fact we haven't got one club queuing up for him," he added.
"That should be alarm bells in his head to get his act in order. But maybe he doesn't want to be a footballer."
