Mourinho, the Chelsea manager, has stressed that he will try "to the last day" to sign Rooney but United have regularly said that the 27-year-old is not for sale. Their ambassador and former captain, Bryan Robson, was especially dismissive on Friday of Chelsea's current valuation.
"The thing that makes me laugh is I've been told it [the latest bid] is £25 million to £30 million," said Robson. "For Wayne Rooney? A 27-year-old who is probably in the top six strikers in the world?
"What are United going to have to pay to replace him? I'm amazed at that. I think it is an insult to Wayne Rooney. I don't know what's in the head of Wayne and his agent why he wants to leave."
Arsenal have yet to follow up their interest with a formal bid and have still not completely given up on Suárez, despite Liverpool's very public insistence that he is not for sale. A final bid of around £45 million remains likely but Arsenal are also considering other options, including Rooney.
John W Henry, the Liverpool owner, has given his personal assurance that Suárez, who still has three years left on his contract, will not be sold. Arsenal are in Helsinki on Saturday for a pre-season friendly against Manchester City, with Wenger on Friday accepting of the fact that nothing could happen on Suárez without Liverpool's blessing.
"If it will be done, it will be done in a respectful and amicable way with Liverpool," said Wenger. "I didn't read [Henry's] statements but we'll be faithful to the way we want to behave. To make a transfer happen, you need the agreement of three parties the buyer, the seller and the player.
"We know what we want to do. The player, if I look at the statements [does] as well. Liverpool at the moment do not agree. If they change their minds or not, I don't know. We'll respect that.
"We are looking at possibilities to strengthen our squad. Suárez is one of the targets. If he's not for sale, he's not for sale. Every club has its own way of dealing with things."
Suárez, who is training alone at Liverpool and will miss the match against Celtic in Dublin on Saturday, has claimed that he has the backing of the PFA over a so-called 'good faith' clause to leave.
PFA chief executive Gordon Taylor, however, has expressed serious doubt over whether it would be enforceable. "With the transfer window expiring, the difficulties of not only selling him to a competitor but also replacing him makes it practically impossible," Taylor said.
As well as a striker, Arsenal are also trying to recruit a right-sided defender. Wenger believes that Bacary Sagna, the club's regular right-back, is ready to play more frequently in central defence next season.
